THE SOUTH WALES FOOTBALL
ASSOCIATION LIMITED CRITERIA FOR ADMITTANCE TO, AND RELEGATION FROM, THE SOUTH WALES AMATEUR AND SENIOR LEAGUES
1. The ground must be private in the context as defined and accepted by the Welsh Football League. For entry into the Second Division of either League the ground must be capable of meeting this requirement. 2. In Division One, The grounds must include a gate taking facility. Teams will not be promoted from Division Two if this facility is not available. 3. The playing area must be of a minimum length 90 meters (100 yds) and width 58 meters (64 yds). 4. Dressing room accommodation for home side, visitors and officials must be separate and secure and within reasonable proximity of the playing area. Separate shower (minimum 4 heads) and toilet facilities must be provided. 5. First aid facilities must be provided at the ground together with telephone facility for use in case of emergency. It is recommended that a suitably qualified First Aid official is available and a stretcher in case this is required under medical supervision. 6. Public liability Insurance Cover must be provided. 7. Clubs must have priority of use with the exception of Clubs sharing grounds with Clubs superior in the pyramid system. Clubs wishing to gain promotion to a higher tier of the pyramid can only be promoted from the ground on which they are playing on the 31st December of the current season. Clubs cannot change grounds, or share grounds, without the permission of the South Wales FA. 8. Grounds must be maintained in a good condition. 9. By the 30th April of any season, the playing area must be enclosed by a metal or concrete structure. Clubs wishing to obtain an extension of this deadline can only do so by requesting permission in writing, and receive approval from the Association by 30th April. Any extension of deadline will be for one month only, until 31st May. 10. Goal nets, corner flags and ground markings must be maintained to an acceptable standard to the match Referee. 11. Clear signs must be available as required by the Health and Safety Regulations.
A Clubs wishing to be promoted to the Amateur or Senior league must notify the Association Secretary by the 31st January. If this notification is not provided, the Club will not be considered for promotion even if it qualifies with its League position.
B Clubs promoted from Local leagues must meet the Second Division criteria by 30th April in each season, when the final inspection will be carried out by the Association.FAILURE TO ACHIEVE FACILITIES TO THE INSPECTION COMMITTEE WILL MEAN AUTOMATIC REFUSAL OF REQUEST FOR PROMOTION.
C It is the responsibility of Local leagues to carry out the initial inspection in each season by 31st January, in accordance with the criteria detailed above. It is the responsibility of the Local Leagues to provide the Association and Clubs inspected with a report in respect of the suitability of current facilities. Clubs must notify their Local league of their interest in obtaining promotion by 31st December at the latest.
D The South Wales Amateur and Senior leagues will be required to relegate no more than two teams from each League at the end of the season.
E In the event of more teams being eligible for promotion than vacancies available, play-off arrangements will be organised by the Association.
